A returned result means someone using the Flock system queried your license plate in the database.
It does not tell you when or whether your vehicle was captured passing a Flock camera.
No result does not mean you haven't been captured. Have I Been Flocked searches available audit logs, and its public-records dataset is incomplete and is not a real-time monitoring system.

The site's own FAQ explains that its results show searches performed by Flock customers. The available records may be incomplete or delayed, sometimes substantially, depending on when records are released.
That makes the tool useful for checking whether a plate appears in the audit logs currently available to the site — but it should not be interpreted as a complete record of where a vehicle has or hasn't been captured.
